  Glad you raised this point. Knowing the "culture of power" is important for the candidate. Might be that chewing gutka is no crime in Panchayat elections for village leader's post -but that very same habit may down someone seeking the post of school teacher or DJ.

  I remember many years ago we made an offer to prepare camdidates for interveiws and to organise pre-examination training programmes, but failed to elicit responses. I also remember about ten years ago, I was involved in one such programme organised by a leading organisation/pressure group of the region; the group was more keen on publicity, getting VIPs in the inauguration and valediction functions, was least bothered about what was being imparted or the logistics involved in organising such programmes. I was disgusted and the group never had any contact with me again; perhaps they found me too serious to their liking.

  The issue here was about employment of Indigenous people's. Either we support it or we dont. By trying to get into a broader view of "we the Indians are responsible for it" and " it is "Corruption" we are only trying to dilute the issue. Yes We agree there is corruption. But issue here is systematic alienation of Indeginious peoples. 
  It seems like an Indian from the Cowbelt is more Indian than anyone from Northeast. If the same holds true you are also responsible for the corruption in the same proportion as you enjoy the privilege's of being an Indian.
