$billions mentioned below for building a few projects is more than the total savings and asset base of all the people in the region?

        We cannot keep blaming centre for our own blemishes. Now, when funds are not a problem- our governments have no DPRs or the 10% matching it has to put in. The government must have transparency and a well oiled mechanism for implementation. The rampant institutionalised corruption has to go. 

The government must also think big and implement at least a mega project which will act as a big pull to bring about a cascading effect. I have been interactiong with a few big thinkers and based on that listing a few such projects that could be feasible:

1. Dredging of river Brahmaputra and its tributaries: Just look at the satellite pictures and you will find how much land is being wasted in the Brahmaputra valley. Near Palasbari it's about 34 kms and at Biswanath hardly 1.4 km. By thumb rule about 1.5 million hectares can be reclaimed. Develop the land for anything productive and remunerative. The originator suggested dumping the soil in N-S direction in mounds to get max surface area. The canals will be available for cheap water transport, run of the river power turbines, irrigation etc. Cost: about $10-20billion


2. Setting up of a aeropolis near Doom Dooma: A refueliing, resting and receational stop for long distance travellers from Pacific rim to LA or SA. Right now there is none. Cost $2-5 Bn

3. Setting up of a Metropolis: A few thinkers are talking of building a mega city, where about 15 million people will stay. This city will have a area of influence in a radius of say 1500 kms. If you start moving up from North from Singapore upwards, look at mega cities with such spheres of affluence. Singapore, Kuala, Bangkok, Kunming.. on left Kolkata, Chennai.. Guawhati has such a shpere. But the cities canot grow much with it's topographical limitations. may be it can connected with North Guwhati with 3-4 big bridges and the 'pathars' and 'jolahs' of North could be developed. Cost: $5-25 bn

4. Build a 4 lane express way connecting Stillwell Road: Connect to South East Asia and Yunnan by an all weather 4 lane express way. Without connectivity look east will be a blind policy. Cost $ 5 bn.

5. Build a spiritual tourism circuit: Assam has been endowd with myths. We can create a fantastic spiritual tourism circuit. Starting point could be Parsuram Kund. Build huge theme parks and statues of depicting Parasuram's tales, same way at Sisupal Garh and Bhismak Nagar (some of these areas are in Arunachal now- act jointly in such cases). Next move to Malini Than near Silapathar where Krishna was garlanded by Goddess Durga, in guise of a malini (flower woman). Next stop at Majuli- Sattras, Sattriya cultural shows. North Bank again..to Biswanath Ghat which is second "Kashi"..Move over to Tezpur- Agnigarh, Usha Anirudh themes and "Hariharor Yuddha", Maha Bhairov Mandir..Now to Ashraklanto, Aar Dhara porbot..Pragjyotishpur, Karma nasha...Finally see off the tourist at "Netai Dhubuni Ghat".. Such a circuit will keep the tourist engaged for more than 10 days.of course the parapharnelia of roads, guest houses, small air strips, human resources will need to be developed as an
 all encompassing project..... cost $ 2 bn

Just as a corollary..last month I was standing at Biswanath Ghat. As I looked across the great river, just 2-3 km away, located kaziranga national Park. Nowhere in the world you'll find a centuries old civilization side by side millions year old wild life. these are our uniqueness and strength.

Most of the money can come from PPP if the projects are formulated properly. Otherwise Govt. of India should pump in the money through a SPV. Assam has been bleeding all the time. take the NPV of oil at 4mn barrels per year and $60 per barrel, it comes to a whopping $20 bn roughly. f you add team ply, timber, bamboo, coal.. it will eb about $ 50 bn, of not more.
