Secret killings in Assam

Tarun Gogoi, Chief Minister of Assam
Trained United Liberation Front of Assam (ULFA) cadres have waged a war
against India and many of them have lost their lives. Some deaths have been
reported and deaths of many others have been kept as a secret. These
killings were allegedly masterminded by Prafulla Kumar Mahanta who was the
Chief Minister of Assam and leader of the AGP and executed by senior police
officials and members of Surrendered United Liberation Front of Assam
(SULFA). This is a claim made by Mahanta's rival and state Chief Minister
Tarun Gogoi.
"We are convinced that there were secret killings during his tenure, and
without his knowledge and connivance it wouldn't have been possible.
Otherwise, how could I stop it? How could a series of killings go on one
after another? Why was it not stopped? During his tenure instead of taking
any initiative of bringing ULFA to the negotiating table, he took all these
measures, repressive measures. He thought it (insurgency) could be solved
through bullets," said Tarun Gogoi.
Though it is quite possible that the revelations are driven by politics, the
state Congress government had appointed a commission of inquiry when it came
to power in the state. The findings of the justice K N Saikia Commission
were submitted last week.
According to the findings of K N Saikia Commission, since1998 there have
been 256 'secret killings'. Among those killed, include the brother of ULFA
Chairman Aurobindo Rajkhowa. Scores of mid-level ULFA leaders and family
members of cadres were also murdered.
But as expected former Chief Minister of Assam, Prafulla Kumar Mahanta was
quick to reject the report.

"He (Tarun Gogoi) passed the remark the other day that we have taken
repressive measures on insurgent groups, instead of inviting them to the
negotiating table. But his allegation is completely false. They are using it
as a political issue. They are not interested in finding out the facts, but
they are interested in using this politically," said Prafulla Kumar Mahanta,
the former Chief Minister of Assam
If there ever was an attempt to brutally stamp out the ULFA, it has failed.
But even as the government now tries to engage the ULFA, there are those who
wait for justice and if that wait continues then the alleged secret killings
could cast a shadow over the talks.
