[Assam] Air Marshal spills beans on 'hypocrisy'

I am no military geek, much less one fixated on the 'brass'. But it 
appears that this position was held by individuals for one, two or 
three years, mostly. Is that long enough a tenure to effect anything 
significant to the state of the service?

If not, isn't this mostly a decorative position?

And if so, why is anyone concerned?
