It will end up in 'another conference with good food and drinks' unless
states of the NE attend this with specific agenda of its own and raise
questions. Does anybody knows what Tarun Gogoi will speak in the
conference. ?
Does any opposition parties have any agenda on Federalism so far as NE
stats are concerned.
Does ULFA have anything on its plate?
Does AGP have a plan?
Does AASU have a plan?
Anybody? Anything?
This conference is supposed to the 4th conference. Does anybody in NE
has any knowledge of this.?
Is there anybody in Assam or in any other states, asking for more state
control?
I have not seen a thing. Have you?
Or is it a Hobo Diok for another 30 years?.

Are they seriously talking about federalism or is this another
conference with good food and drinks, otherwise known as boondoggle?
How did Canada get involved? Are they funding some of the cost?
 
It is good to see that they are at least talking about some change in
center-state relations.

Home Ministry to host meet on federalism

 NEW DELHI, Feb 20 - At a time when UPA Government is poised to dismiss
Mulayam Singh Yadav's Government in Uttar Pradesh, the Ministry of Home
Affairs is hosting a conference on federalism to discuss among other
issues improving Centre-State relations. Ironical as it may sound, Union
Home Minister, Shivraj Patil is going to inaugurate the Fourth
International Conference on Federalism, a three-day pre-conference here
tomorrow to give a final shape to the subject themes and papers for the
main conference, scheduled will be held in New Delhi from November 4 to
6. India will host the Conference in association with the Forum of
Federations, Ottawa, Canada. The central theme of the Conference is
"Unity in Diversity - learning from each other".

According to official sources the objective of the conference is to
promote dialogue on the renewal and development of federalism and
greater co-operation among practitioners in pursuit of better
governance. Practitioners of federal democracy at all levels including
Presidents, Prime Ministers and Chief Ministers, scholars, experts,
administrators and social activists dedicated to federalism.

Sources said the pre-conference tomorrow aims at finalising
country-specific and issue-specific case studies to be presented during
the main conference. It will be attended by eminent national and
international experts on federalism, Parliamentarians, civil society
activist, ambassadors and high commissioners of partner governments of
the Forum of Federations and CEOs of industrial houses, besides several
Union Ministers and Chief Ministers. Chief Minister, Tarun Gogoi is also
attending the Conference.

The four broad themes for the Conference includes: Fiscal Federalism-
Emerging issues in Fiscal Federalism, Managing Diversity - Building on
and Accommodating Diversities, Inter-Governmental Relations -
Interaction in Federal Systems, and Local Government and Federal
Systems. There are also 12 sub-themes. Each of these has been developed
by a panel of Indian and international experts.

Meanwhile, hectic political activities were on at the Centre, with the
Congress preparing the ground for dismissal of Mulayam Singh Government.
A core committee meeting of the Congress Party was held first at 10 Jan
Path and then at Prime Minister House.

Interestingly, besides CPI-M, most of the regional parties have opposed
imposition of Article 356 in UP. Allies of the two national parties
including the Congress and BJP, cutting across the political divide have
turned down the bid. Yesterday, BJP president, Rajnath Singh extended
his party's support to impose President's Rule. Today, two of his
parties' allies including Biju Janata Dal and Siromani Akali Dal opposed
it.

Even some of the UPA allies like DMK after initially supporting the move
has now backed out.
