Yes, it is a good is idea. It will certainly help the ELITE and the 
privileged who can afford to avail of these opportunities. Because 
the underprivileged have a far more serious problem: Their 
educational background is such that NO AMOUNT of FREE coaching will 
let them catch up.

What is direly needed is a massive effort to improve basic, primary 
education, without which no one can move up to the next tier.
