Or those who do have the aptitude or commitments to becoming creative professionals in their fields of study, but don't quite make the scores in the entrance exams. ?
No doubt there is a need for these institutions of higher learning.
But the entrants to these must have more relevant selection criteria than exam. writing skills alone.
Like aptitude and a commitment to pursue what the state is subsidizing their training for.
It also must make it more equitable to the disparate regions and constituents of the nation, by recognizing learning abilities ( one way to gauge that is by accepting top students from different schools and colleges--and giving them remedial courses if they lag behind in certain areas) and not entry exam. scores alone. Just look at the disproportionately high Bihar students getting in, while some of the rest are left out in the cold.

So many Fathers!! Which missile-which riverlinking-"Must be a Developed Nation by 2020". The press leaves a long shadow.
These feel-good things go on and on-like the ones in Assam last month on frenzied celebrations at passing of Matric/Intermediate exams with high marks.
