[Assam] AFSPA

Well, evil is a lesser word for AFSPA. Ask anyone who have suffered from it - there are thousands of that ilk in NE! Manorama Devi, Ajit Mahanta... the list is quite long. Just do a google search to find out what AFSPA is. But the ARC's recommendation (Moily is not a 'montri', though he holds the rank of a minister as the chairman of ARC) is yet to be accepted by the government. So, it is not yet sure if the act will go. Hope it does. Also hope it does not come back in any other form, or as part of any other amended act.
