[Assam] ULFA to begin drive against Bangladeshi migrants from Kaziranga

In a situation like this a plebicite will never work and nor will any side
agree to it.

If one wins, the other will complain its unfair.

Further, and more importantly, if the GOI thinks and assumes that Assam is
an integral part of India, the holding a plebicite would be an
acknowledgement by the Govt. that there may be some doubts as to their
assumption.

So, why of earth would the GOI ever consider that? A plebicite is very
impractical, IMHO and no one wins - it will just ensure another step into
another long drawn out mess .
