Talks ball in Ulfa court

*Guwahati, Feb. 28: *There can be no compromise on the issue of sovereignty,
chief minister Tarun Gogoi today said to Ulfa brass, in response to the
proscribed outfit's constant harping on its pet theme.

Speaking during the debate on the governor's address, Gogoi said such a
demand, which was impossible for any government to concede, would only delay
the peace process.

"What will be achieved by discussing an issue which is non-negotiable? It
will be sheer wastage of time. Ulfa also knows well that no government,
which has taken an oath to uphold and protect the Constitution, can accept
such a demand. It's only a delaying tactics," Gogoi told the Assembly.

Inviting Ulfa to the talks table on any other issue, he urged the outfit to
toe the line of Mizo National Front and Bodo Liberation Tigers "whose cadre
have merged with the mainstream, thus contributing to the development of
their people".

Ulfa has demanded "restoration of Asom's sovereignty", release of its jailed
central committee members and information about those who had allegedly gone
missing during the operation in Bhutan in 2003.

Highlighting the success of the just-concluded National Games, Gogoi refuted
charges that there had been deterioration of law and order in the wake of
killings of Hindi-speaking people by Ulfa. Situations in the state had
improved, he claimed, adding that the free movement of participants and
visitors during the Games only lent credence to his claim.

On the report of secret killings, he said, "You will know it when the report
is submitted."

The chief minister's remark came close on the heels of a state government
affidavit in the Supreme Court which virtually gave a clean chit to former
chief minister Prafulla Kumar Mahanta, under whose rule the killings
allegedly took place.

*Srivastava to return*

Tripura director-general of police Ghanshyam Murari Srivastava, originally
an Assam cadre IPS officer of the 1972 batch, is returning to his parent
cadre on Friday. The Tripura government's request for a third extension of
his tenure there has been turned down by the Union home ministry, reports
our special correspondent from Agartala.
