[Assam] Sovereignty Restoration

OK, assume the high aim is sovereignty. If you fall short of that, what is the next lower aim? A pragmatist looks at all possibilities. Have you?
  With the current state of affairs in Assam and ULFA's half hearted, sporadic attempt to liberate Assam, sovereignty is not achievable in the next fifty years. What is the next best "sovereignty wallahs" (ULFA fans and supporters) will settle for?
  What does ULFA have in mind when it sits at the bargaining table with GOI? Stick to the sovereignty mantra and leave the table when GOI wants to talk about possibilities other than sovereignty?
   
  Answers to the above questions will also indicate how governance will be in "independent Assam" despite all the utopian talk about democratic rule under a benevolent dictator president.
   
  Though I am addressing the questions to Chandan Mahanta, others are equally welcome to answer or comment.
