[Assam] Help needed

Dear Mishraji,
 
Greetings -Pranaam.
 
The so-called Govt. of Assam never had a system of collecting real and meaningful data on what caused Floods,where these occured-due to what reasons, what the cumulative damage -these caused- to particular communities,Blocks,Sub-divisions,disrtricts,the State,the Region.the Country. And what needs/needed doing to stop further such happening in the future.Even 20 years of  GPS, there are no flood level monitoring/analysis every 5 Km's. Probably none in Assam Govt.
 
Let us totally forget about actions taken and statistics on results achieved thereby.
 
Dilli's Big Brother,Big Sister all busy patching leaks and holes  and busy with Airlines Time tables. 
Brother mumbled something like"Task Force".  Force comprising IAS babus and their advisers went flat.Nobody talks any more.
 
Then I proposed "Pass fresh Act superseding Brahmaputra Board Act 1980-call it Assam River Valley Authority --a land reclaimer/boss within the present bank limits of the Brahmaputra and its main tributaries each bigger than the Rhine:(Dehang,Dibang,Lohit,Dihing,Subansiri+9 nearby,Kameng,Kopili,Pagoldiya +mess,Manah+ big mess,Krishnai,Gourang/Godadhar)- make me the first Chairman/M-D for 5 years-lend $1000million+5,000Crores-all repayable in10 years with full interest- and I shall despatch floods to History and set India,s Agriculture back to nation building. These big+small brothers quietly copied/diluted the concept to call it "NE River ValleyAuthority..."And finally not daring it-- posed  a lame alibi 'You see Arunachal Govt. does not want it- sob,sob--'--so why not Assam River valley Authority?-ask Big Brother ,Big Sister .Now they Talk of Big Road 20000Crores+$1000 million imported Earthmovers-all set to flood out whole of Assam with National Look East SuperHighway. We are heading for bigger disasters --unless Stopped/Reversed. That in short is the outcome of Nehru's (?)National Embankment Policy!
 
Sorry if I bored you-but coming back to your focussed query:
 
  Floods  and what it does/did to Assam can BEST be seen in entirety /Quantitatively from US Satellite Imagery using Infra-red sensing thru' clouds/haze. Brother Chandan sent me some after the disasters in 2004. Armchair Journalists may  protest - but this year -as can be  predcted to only grow  worse with time- it was even worse than in 2004. Fortunately Dhemaji District population(those who remained there) are not that capable of shouting enough-so distant observers do not feel that way. Ask Chandan  and he will link you to the source.
 
Now  let me try giving you a "Government-like " reply to your query:
Dhemaji was destroyed again.Morigaon --'as usual' -this year too 
Whole of Barpeta district --the Beki River(a Branchout of Manah) drainage system* is still today under locked up  flood.
 Unthinkable new areas in Dhubri and Bongaigaon District were waterlogged this year.All of the main long-gestation SALI rice crop gone. More rice to feed will bebrought in from Punjab----. NE in 'Economic Boom Space'! NationalEmbankments,National Superhighways,Natinal Railways all contributed.
 
-- 30% of Assam'sArable areas? ~ were flooded out in 2007--I feel--in absence of any better   and reliable data.
 
Bottom Line: RTI should be invoked-"Give me information-or I shout out loud!"

  Mike Da,Hope you are fine. I need some information  regarding Assam. What is the current flood prone area of Assam. I checked the web-site of the Assam Govt but the flood control part is missing. All that I know is 3.15 million hectares as fixed by Rashtriya Barh Ayog in 1980. I am sure, this must have been revised upwardly.With kindest ragards.Dinesh Mishra
