[Assam] [WaterWatch] Govt aims to stop sewage flow into rivers by 2011-12

Has the govt. presented a plan of action as to how the target might 
be achieved?

As anyone with half a working brain would know, that anybody can set 
any target.  What makes the difference is the PLAN of ACTION, and if 
it is achievable.

In the absence of a credible plan  it is yet another bunch of 
hot-air, just like all the other talk  over the decades that have 
remained just that--TALK!
