[Assam] [asom] Assam Govt returned fund to GOI

Were these :

 Trunkfuls of fresh 1000 Re notes taken   from RBI under ARMED ESCORT to Dispur  Treasury where they lay  a few months of patient contemplation and with Compound interest  accruing on all of it? And returned on 30April back the same way-- but loaded with 15% Interest compounding monthly?
Or money never taken on loan - never used on "Jump down the window-good for you" projects like Flyovers,Mothauris,  Stormwater- cum- sewage drains on zero slopes-- duly approved  earlier by Planning Commission from New Delhi .
In Either case who is happy and who is angry? And who is dying in anguish?
