You read it wrong. You should say "those who are NOT Assamese should not take offense" --because it accuses all Assamese people.

 of BHRPC. The objection raised by them are serious. But I think in the
 statement there is nothing to object because the statement does not
 accuse any people considering their creed, caste, religion, language
 or place of birth. It just attacked the chauvinist mind set of the
 Assamese people. So who are not chauvinists should not take offense.
