[Assam] A stepdown transformer

This must be by one of the 'i-know-all' type of journalist. a step-down transformer is always located where the consumption is. The only thing to be concerned is that the villages are dark for most part of the day and taking advantage, some elements decant the oil from the transformers and sale it. Can't blame them; atleast putting the transformers to some use.
