[Assam] H.R. Jain suggesting acceptance of Indian bondage, NOT understating being inside India itself is what is REALLY wrong with Assam. Unlike Kashmir, the PRINCIPALITY (vide Yandaboo Treaty)/Kingdom of Assam never acceded to the Republic of India.

We normally hear five following major problems inflicting Assam (causing
violence and bloodshed also) and which in my opinion are unnecessarily
keeping Assam in a perpetual state of grumbling, conflicts and disturbances
(mainly due to lack of dynamic, progressive and competent political
leadership in Assam): -

(1)- Armed movement by ULFA (with its leadership now allegedly in
Bangladesh) for the establishment of "sovereign socialist Assam" and
movement for Bodoland etc. Supporters of ULFA & Bodoland etc. even compare
Assam with Kashmir problem, without realizing that the genesis of problem in
J&K is "two nation theory" which partitioned India in 1947 on religious
lines. Whereas there is no such case in Assam, as its population is
predominantly Hindu (non-Muslim).

(2)- Huge numbers of Bangladeshis have infiltrated in Assam. This has caused
economical pressure on natives of Assam, changed the demographic structure
and also the religious profile of Assam (as infiltrators are mostly Muslims
whereas people of Assam are mainly non-Muslims). Despite 'Assam Accord'
government of India neither tried seriously to stop this huge infiltration
of Bangladeshis into Assam nor did any thing to send these infiltrators back
to Bangladesh. Rather on the contrary huge numbers of Bangladeshis have been
included in electoral rolls. Thus theses Bangladeshi infiltrators are
casting their votes in elections to Legislative assembly of Assam &
Parliament of India with its own grave political implications. This problem
can easily be solved (with justice to all) if any political party / NGO from
Assam takes up this matter seriously. But obviously there is a lack of
dynamic, progressive and competent leadership in Assam.

(3)- The continuous grumbling by the people of Assam is also due to three
reasons. First that people of Assam also do not understand the true meaning
& strength of democracy. They tried & still trying to form autonomous
regions like "Bodoland Autonomous Council" etc. Assam does not realize that
any special treatment to any section of the society (because this section is
perceived to be weaker in socio-cultural sense) further weakens such people.
Therefore (especially in view of the on going 'National Rural Employment
Guarantee Program') people of Assam should form homogeneous polity and ought
to give up any existing or likely to exist special protectionist provision
to any section of its population.

(4)- The second reason for the continuous grumbling by the people of Assam
is that they complaint about people from other parts of India coming to
Assam for economical reasons. Assam does not understand that it is a
constitutional fundamental right of every citizen of India to go any where
in India for this purpose. It is not only Assam but in other States of India
also people go for this purpose. But only people of those States, who cannot
go in other States for economical reasons, make such complaints. This is not
only a reflection of lack of enterprise but also the lack of dynamic,
progressive and competent political leadership amongst the people of Assam.

(5)- The third source of continuous complaint is the existence of 'The Armed
Forces (Special Powers) Act' in Assam. No doubt unless this Act is taken
out, the people of Assam cannot live in peace. But once above mentioned four
factors are taken care of by dynamic, progressive and competent political
leadership from Assam, then this leadership will also ensure the removal of
this humiliatingly irritant law from Assam.
