You are correct Bhuban da. And certain breeds of dogs seem more dangerous -
like pit bulls,
rottweillers, presa canarios, and sometimes even the 'lovable' dalmations.
As far as elephants and lao pani, it would seem they would need to drink a
whole lot of it to get intoxicated, and drunk elephant maybe a bigger
problem than the sober one :)
