*India: ULFA Says Returning To Armed Conflict*

Saying that the Indian government has ruined peace talks, the United
Liberation Front of Asom (ULFA) announced a return to a full-scale armed
struggle, United News of India reported on Sept. 17, quoting the ULFA's
mouthpiece Freedom. ULFA Chairman Aurobindo Rajkhowa and commander-in-chief
Paresh Bara were agreeable to the idea of peace negotiations, but now the
group is raising a new battalion in the Karbi Anglong district. Both the
Indian government and ULFA have said that peace talks have not been
abandoned.
