*** I don't know that is really where the problem lies, even though 
it is true that many ran away and many continue to do so.

It is a good news-bad news story as I see it. Good news is that the 
ranks of the intelligentsia that are still around and continues to 
grow could outnumber the entire population of some European nations. 
The bad news is that not all care. One might therefore be inspired to 
question WHY they wouldn't care.  To answer that question, one would 
require sociological insights that this writer is not necessarily up 
to. But from observations spanning decades, this layman's 
conclusions, simplistic as they may be would include the following

	*** They made it to where they are, within the operative 
system, didn't they? They are not
	hurting. Why try to fix what is not broken?


	*** Sincere but simple-minded beliefs that 'we are like that 
only', that 'we are bad people'.
	These are the folks who get dumbfounded if unkind people ask 
the follow-up question of " So
	how are you an aberration, how did you escape from the ranks 
of the bad?"


	*** Having grown up within the dysfunctional system, the 
occasionally or cursorily
	interested would have no idea where to begin.  The 
hand-me-down colonial system
	continues to operate in India, long after even the 
originators themselves have
	abandoned them or changed them dramatically over the decades. 
When one has not
	seen any different, one cannot imagine that there can be 
better ways. Compound that with
	a mind-set where one is content with approvals of the those 
whose blessing they so seek,
	never mind what such approvals may really mean, or what they 
are truly worth, or relevant
	to the Indian condition.

	*** Democratic values, so fervently waved by so many , often 
mean little more than
	elections.  Over the decades, it has been a particularly 
depressing realization to this
	observer, that even the best of the vaunted 
"knowledge-brigades"  are clueless about
	how the governance works and how it ought to. Thus they 
accept what happens as either the
	only way, or even as inevitable. That is quite predictable, 
considering that
	we are not born with such knowledge. The fundamental  and 
underlying principles have
	to be taught and the attitude of being involved in ones 
societal well-being and involvement
	in its governance inculcated. Its absence in the educational 
system, I would submit, has to
	be corrected and not a moment too soon. For it will take a 
decade, before its fruits could
	be realized. Those who are educated about it, are so by 
accident, not as an expected
	outcome of their education.

	*** Finally, one cannot ignore the ancient, pervasive and 
tragic reality that not ALL Indians
	are equal. Some, in fact many, are quite disposable to the 
'national' identity and vast
	numbers of others do not even feature in it. These too are 
results of  an educational system
	that deals with survival of the fittest, at best.

There is much more. But to make a long story short, the fact of 
those who ran away, or continue to do so, have little to do with the 
problem or its solution and ought not become yet another excuse for 
putting up with what so many know is so rotten and is actually 
getting worse instead of getting better. Nor is it  worth lamenting 
over.
