[Assam] Grammar/Usage - A number "are" / the number "is"

some AssamNet members who revel in splitting hairs on word usage and grammar might like this: 

Many SAT prep students still get confused by this debate - a number "is" (or "are") in the library.

Many grammar lovers would love this debate. Though I am glad I used Fowler's English Usage http://en.wikipedia.org/wiki/Fowler's_Modern_English_Usage for GRE prep espeicially the prepositions like 17 uses of "of" and 23 uses of "for"  and atleast 15 uses of  "would" etc.

The expression the number takes a singular verb, but a number takes a             plural verb.
