TECHNICAL UNIVERSITY : The need for establishing a Technical University in each State under which all technical institutions in the State are affiliated has been much talked about during the visits of the Sub-Committee. What will the presently sprawling NO-TECH univs' role be?-Dhormo-Kormo? Won't Phys/Chem/Maths/Biochem/Statistics/anthropology/microbiology be Tech.?
Or will non-tech. parts be told to go to Oronyo-Bonobax?
The Committee finds that some States have taken up the initiative for establishing Technical Universities. As a result, some of the major concerns such as delay in admission, delay in the beginning of academic session, reduction in number of academic days required for a semester, non-uniformity in basic structure of curriculum etc. have been alleviated. Isn't Education a State subject?
The Committee, therefore, recommends, that with the vast expansion of technical education in different States, the possibility of setting up of Technical Universities in every State or group of states may be examined by the Government.{ Why didn't they-as they are already asub-committee}
However, it should be ensured that such universities are managed by experts in the field of technical education, so that professional approach of the management may help the university for proper growth of technical education and monitoring of technical institutions in the State. WHO?

Engineering Colleges remained same (i.e. only 7), the number of Self financing Institutions has gone up from 76 to 212. In Karnataka, during the same period, the number of Govt. Engineering Colleges remained only 13 and Self financing Colleges went up from 52 to 90. In Andhra Pradesh, during the same period, whereas there was no increase in the number of Govt. Engineering colleges (i.e.9), Self- financing Colleges went up from 48 to 153. Similarly, in Maharashtra, Govt. Engineering Colleges during this period remained only 10, whereas number of Self-financing Colleges increased from 102 to 141. From the figures made available to it, the Committee is constrained to observe that during the current year there has been phenomenal increase in the number of engineering colleges in these States, 69 new colleges in Tamil Nadu, 26 in Karnataka, 58> in Andhra Pradesh and 13 in Maharashtra have come up. Majority of institutions imparting training in other streams of technical education are also concentrated in these States only. In contrast, inspite of AICTE encouraging setting up technical institutions in other regions of the country, not much progress seems to have been made. Number of technical institutions has moved from 75 in 1999-2000 to 103 in 2001-2002 in entire northern region. Position in North-Eastern region is very dismal with only one technical institution coming up there. > > > 2.4 The Committee in this context is of the view that for proper growth of technical education, focus of the Department and AICTE should be on proper planning and coordinated development. Concentration in certain pockets has already given rise to regional imbalance. Therefore, focus should be on the country as a whole. There is no denying the fact that setting up of technical institutions mainly depends upon the readiness/willingne ss of applicants and their meeting the prescribed requirements and such initiatives have not been forthcoming particularly from N-E region.
