Question is WHO will do the CATCHING and dispensing of the implied 
SUMMARY justice?

Time to bring the Indian Army, experienced in delivering such 
justice,  back from Assam, Manipur, Nagaland, Kashmir and unleashing 
in Rajasthan, Mumbai, Dilli and UP perhaps ?
