Yes...catch the culprits!!
If found to be handiwork of Indians, I don't see a point of wasting space in
jails.
If found to be handiwork of "foreign" power, warn the countries involved to
hand over terrorists or groups involved within a timeframe. If not met,
launch military strikes inside their terrorist camps( be it POK or
Bangladesh or elsewhere ).
If world condemns, issue statements like "it's a fight against terrorism and
either you are with us or with the terrorists."
After all US, Israel, Russia, China  do the same. India have to stop
adopting a soft approach to terrorist attacks.

send all illegal immigrants back to where they came from.
